This is clearly one of those rare parts! I've been scouring the internets for several weeks now since getting my '66 Belvedere looking for these front armrests.
These need to be 9.5" long (or so) with 6" centers on the bolts. The stitching travels around perimeter of the pads about .75" from the top.
There are the usual 9" pads for that era that look like this:
But the ones I'm after look like the A bodies, like this:
Except the A body version is too short; they're about 7" long.
So, that is what I'm after. One would be great, two even better. They need to be in serviceable shape - meaning that a hole or small tear is okay as long as it can be mended by some vinyl cement. I don't care about the color or how nasty they may be otherwise.
