Brand new master cylinder leaking

Old one leaked so I replaced it with new one from NAPA NOW IT IS LEAKING possibly around lid. Tried to tighten wire but not sure that will fix it. How far from top can fluid be and still be safe?
 
You can be down 1/4 to 3/8 of an inch and all should work fine.
 
I have determined it is around the lid. Instead of the wire it needs a clamp at each end

Someone at the cruise in last night said an O-ring could have a piece missing allowing the cylinder to suck air in when I release the pedal pulling air in and forcing fluid out. Where is that O-ring he is talking about?
 
As for an O-ring, I believe they are referring to the piston inside (what the rod pushes in on the back). If that were the case, you would possibly have fluid on the inside of the car as well.
