I am going to try to send pictures of the dash that I have been sanding by hand. It has more rust than a usual Saskatchewan car would have. I got it via Idaho, Alberta then here.

You should try the 1 part molasses to 9 parts water formula and soak that dash

to remove all the rust that you can't get to by sanding it. I do this with all my rusty parts . Unless I'm in a rush I'll sandblast it. But the thin metal of that dash will warp from blasting it. This is my hood that I separated from the support structure and all the rust is gone and left the paint..I hosed it off and then treated it with metal prep to prevent flash rusting before epoxy priming it. The hood is like brand new now.

I would remove as much as I can and then treat the inside of the dash with a rust convertor
Something like POR15
with it being on the inside it will never be seen
