Missing the return spring. Brake would engage but would not kick the pedal back because of the missing spring.

Where is it located? Sounds like a seized cable.

For sure missing. The car was just rebuilt and he said the spring is missing. It rusted out. Cables are new. Thanks for the suggestion though

What car we working on?On most the park brake cable return spring is in the drums. If pedal is not returning either the cable is dragging or there’s not enough tension on the cable.

The spring at the pedal only returns the lever - it doesn't move the pedal or anything else. That lever releases the latch which holds the pedal down. And its the latched pedal that holds the brakes on. Pull the lever and the latch releases the pedal. The springs at the drums release the brakes and at the same time pull the pedal back up.

ok thanks guys. the guy the rebuilt the car just said that e brake has a spring missing. will go back and ask what spring he was talking about.
