Front Hub Assemblies and lower filler neck

Kind of at wit's end here. I'm currently having a mechanic finish a 1967 Belvedere (318) for my father in law on the other side of the state. After rebuilding all the brakes (drums all around), I was told I need two new front hubs. After installing a new fuel tank, I was told I need a new lower fuel filler neck. I've attached a picture he sent me. I have searched high and low all night. I've had great luck on forums in the past with trucks, cars etc. I have done personally, so I turn to you. Any help would be appreciated! Thanks in advance.
