Header panel questions

I have a black 68 Charger and I have three questions about the panel that sits ahead of the rad support.
1) Mine is a flat black. Is that correct or should it be a semi-gloss or a gloss like the body?
2) What goes in the holes circled in white?
3) Are the “washers” circled in red correct? They seem weird to me.

1 same color as car
2 front hood adjustment/bumper, also maybe someone had hood pins there at sometime
3 no to the extra washer

3) Are the “washers” circled in red correct? They seem weird to me. [[Looks correct. Plastic inserts and bolts with shoulder like washers]]

I do not have a Charger, I know that forward facing should be black, didn't realize the top of the support would be included.
