I’m trying to figure out what this part is called and what it fits. I’m drawing a blank

I have access to a friend's parts boxes that go to his project. I also have parts similar to yours that I am going to put in his boxes hoping I'm there when he pulls one out and wonders what the hell it is. Thank you for your question.

With the square holes it looks like some sort of license plate mounting bracket. Or a core support to k-frame bracket.
