Help with 71 charger radiator core support

Working on my latest project 71 Charger R/T originally a hidden headlight car converted to standard grille. During the installation of a new front headlight wire harness I noticed that there are no metal clips welded to the core support to hold the harness, and doesn't appear to ever have had any!. Bolted to the front side of the radiator support and the hood latch bracket are 4 large rubber coated brackets, that just don't appear correct, or just not in the correct location. Looks like they cannibalize a heater hose bracket or brake booster... in the second to last photo it looks like there was a bracket there.... who ever took the grille out took the brackets with the harness because they were plastic taped to the harness with a couple of legs to grab a hole..... T shape black plastic... it's been a while since a buddy had 73 charger...
 
No, the brackets i'm referring to are spot welded to the core support like most mopars. The brackets present are a legit wire bracket but just don't look right or don't seem to be in the correct location. I guess my question is, do some of the hidden headlight cars have a different method for holding the forward light harness wires???
