When I bought the car, the hinges were bad and one bolt was broken off. Now I have two broken bolts and the bolts were extremely hard to get out.

I know atleast 2 were stripped, so where can I get replacement backings with the nuts?

Junk yard?

Lots of fasteners are STILL the same. I've been using FWD Daytona bolts and speed nuts and saving my 5th AVE fasteners, because they look JUST like the ones on my 66.

Bolts are not the problem, is taking out the old stripped out plates that the bolts go into, that is the problem.

You could drill and tap the backing plate if all else fails.
I just looked at my old hood in the shop and the plates are spot welded in with almost no access for replacement.
Hope you get it fixed.

Tap for next size larger or metric?

How do I get the old bolts out?

You could try an easy out but if it doesn't budge, just drill them out. You do not want to break an easy out off in the hole. Broken ones are a PITA to work around.
If you drill and tap them just drill straight through the broken bolt. Step up the drill bit so you keep it centered and go up to the size just under the bolt size (low point on the threads) so the tap can cut new threads that the bolt can bite into.
