How to repair this fender ?

I got me a fender for a 69 coronet from Carlise. It has been crinkled a little bit. Someone has attempted to pull out the dents, but appears they gave up and covered it with filler. I'm thinking I should cut that section out and form a repair section to weld in.

Im no body guy. But you can buy stud guns at Harbor freight pretty cheap. Thats where I would start. Cutting out metal and fabbing patches doesn’t seem to be my strong suit.
 
I am a body guy, that's a tough one. Pretty heavily munched in a tough spot. Time and many, many pulls to get it close. Cut and patch is possible but will take allot of time and patience. Either way filler will be required.
The more I look at it, I think I would look for a better original donor fender that is good on the leading edge. That spot is a bitch to get right. Worse case a new AMD repop but you'll fight the fit but they can work.

cut it out, beat it back into shape, and weld it back on...... metal remembers

or remove that pop riveted piece and the headlight bucket if necassary........that fender looks like it could use to come apart and be cleaned up anyway
 
I'm no pro. I had almost the same issue with the driver's side fender on my RR. I cut the bad section out and welded in a patch from a donor fender. You'll have to remove the headlight bucket, which isn't that difficult. You could try hammer and dolly but that body line/edge at the headlight looks like it will be an ***-ache to get back where it needs to be.
 
I don't think I could hammer and dolly it back in shape. I'm going to cut that section out and try to fabricate a replacement.

I did similar repairs to the front edges of my Charger fenders. The passenger side was bashed in pretty good and mudded up. The driver's side had been repaired in the past but not very well. I ended up removing both of the headlight boxes from the fenders so I could get in that area. I ended up heating the passenger side with a torch and hammering it back out with a piece of 1/8" steel. I didn't have to cut anything out on either fender like I was expecting to have to do. While the headlight boxes were out I blasted and powder coated them and then I epoxied the insides of the fenders where the boxes cover. I think that fender could be repaired if you wanted to spend the time on it.

You can see in this picture what it looked like before at the leading edge.
