Issues with bumper jack adjustment/mounting... 67 coronet

Ridiculously silly question and issue, but I figured someone could help me.

My bumper jack appears to have been damaged when I bought the car. There seems to be a split at one end of the "pipe" and the ratcheting assembly appears to be stuck at one end and I can not figure out how to release it.

Any suggestions on getting the ratcheting piece back to the middle like I have seen in pics of factory trunks? Also where does the base plate go...in the recess for the spare?

I realize it's damaged and shouldn't be used... I just wanted to give it a quick spray paint and use the spring (which I found in the side of the trunk) to mount the Jack the way it should be as I completely repaired the rusty trunk floor, added dynamat-type material, and got a brand new spare/etc.
 
Yeah, I guess, don't look right, if you say so. That might not work that way, I wouldn't do that if I were you, but alright it's yours??????
 
Ummm... OK.. Definitely missing the point of the sarcasm when I preface my post with the fact that I know I have a silly question. I am only 33 and have never had a car come with a bumper jack or ever used one so I'm a little lost.

Not using the jack. Just need advice on how to get the ratcheting part to release so it can slide down and be mounted in my trunk for a clean original appearance .ll
