Leaky brake

This is my distribution block for my brakes. I have a slight leak somewhere on the block. The area circled in the pic is where the wire hooks up. If you take the small jam nut off that holds the black spacer in place the small threaded rod just spins.
Is that normal?
Is there the possibility of fluid coming from that area?
That area had fluid on it but I suspect it came from above and trickled down?

I think the time to get it out and mess with it would be time spent on installing a new one.
 
The switch has sealing O rings so it probably can leak fluid.
Yes from what I remember of rebuilding mine the rod would spin if you loosen the jam nut.
