NEED HELP ASAP! Fender Tag - "EXTRA TAB" - what is it and where does it go?

70 roadrunner I have one normal fender tag, but ALSO a seperate metal tab - about 7/16 x 2 1/2 (roughly) with two letters punched out of it. Which screw does it go under? And under or over the fender tag?

ANY PHOTOS??

Guidance on placement please!

Looks like that's where it went. Looks like there was some markings where it was originally. I've seen that tab before, like you said, couldn't find any pics...

Looks painted now too! Wish I was that far along...
 
My understanding is that is was a strip installed under the tag BEFORE paint that the Inspectors would punch there mark onto AND THEN cut it off for record keeping reasons. the strip started out very long (maybe 10 inches) and would be cut down to almost nothing by the time it got to the end of the line. I have found some that were not cut at all, most are torn off because they are so thin. I treat them like fender tags, preserve and reinstall, it is the way the car way made
