Neutral lock or shift cable doesn’t look good

The more I dig the more i find. I have to figure out which cable this is but is this something I can patch or am I looking at a replacement?

My goal at the moment was to locate a transmission fluid leak. The car is out of commission until I get the new water pump in but would fluid run up the cable housing?

If the inner cable moves smoothly the out case can be repaired. Slide #4 marine style heat shrink tubing over the bad area. Heat it up and shrink it. Done a bunch of them. Do the crimp at the bottom as well to prevent seepage through the cable casing.
