Newbie in Ontario Canada needing help!

Hi, I help out a friend (who does not have the internet) but does have quite a collection of cars he has and is restoring in his retirement. Right now he is working on a 1972 Charger SE. In the trunk right above the license plate light I see pictures of other members cars and there appears to be a small metal cover that screws onto the rear lip of the trunk just below the seal. His car has an area where the metal is pressed and recessed for a cover but there are no holes for this cover to screw to.He does not have this piece and is wondering if all the SE's came with one and if so why does his car not have the holes for one?
Any help appreciated!
