No passing gear?

I have a 77 Cordoba with a 400cid 4bbl. It runs good but when I'm going about 35-45mph and I stomp the gas, nothing engages...it just slowly accelerates. Shouldn't the passing gear engage? what could be wrong? is this an issue with the carb or accelerator linkage or is it the transmission?
 
Do you have the linkage from the carb to the transmission hooked up and adjusted properly?
 
Has anything changed with the car - as in, did you just swap in a different transmission/valve body/etc.? Or, did it used to work and now it doesn't - and you did nothing (did not modify/tinker with anything) to the car? Or, did you just buy the car and discovered this situation? Some history on this will help!
 
Transmission linkage adjustment is important for proper kickdown operation. Check to see if the carb is actually opening all the way at full throttle. With the car OFF, open the air cleaner and look at the throttle plates of the primaries to see if they are completely vertical when someone is holding the gas pedal to the floor, if not, adjust and try again. The gas pedal not opening the carb all the way is a common adjustment people miss.

Yup - that was what was wrong when I had this problem.
