I have a 1970 Coronet RT that doesn't crank. I have power from the key to the starter relay, the neutral safety switch grounds when I push the clutch pedal. I bench tested the starter and engages and spins. When I try to jump across the relay there is nothing.

he wiring been altered or replaced from new?

Sounds like the power from the battery to the starter is missing.

Or possibly and engine to body ground wire is not there.
 
If jumping the firewall starter solenoid does nothing then you have a dead battery, battery cable AWOL or similar. You don't even need the ignition key on to make it crank.
 
Bridge the bat cable terminal on the starter with the small cable, using a screwdriver tip. If it cranks, it is the relay or wiring. No crank, it is the starter. I presume the battery cables/lugs have been checked for looseness/corrosion.
