Is it okay to use a power sander on the car's sheetmetal? If so, what sander would you recommend? Would you use the sander to sand/smooth filler or would you do that by hand with a block sander? Would you use a power sander to sand old paint to "rough it" for new paint?

You definitely need electric or preferably air powered sanders. I use straight inline for long straight areas.I use D.A. and jitterbug Sanders for smaller and more contoured areas, and yes by hand in other areas. You have to take into account the grit also. Don't sand too much in one place on bare metal...you might wind up with another hole to fill or it might heat up and distort.
