power steering issue

Just picked up a 66 Satellite 383.. the power steering isn't working ..the pump and steering box are new ..belt is tight and it is full of fluid.. no power assist at all ..the owner is no longer on earth so no answers there , I bought it from the family ....where do I start

Pull the return line from the pump and run it to a bucket, (plug at pump), run it and see if there is flow. Turn wheel from end to end to purge any air and dirt. If you get flow you can keep filling pump to flush out system. If not you will have to see where flow stops, may be a bad pump or plugged gear box.
 
pulled the line, plugged the pump side ..the flow is slow coming from the box ..not dripping but far from a steam ....ran a couple quarts or thru it ..

got the pump off ..it a TRW pump .. looking on line I have two different # ..Cardone ..20 6159F and 20-6184 . anyone use either of these
