That pedicular cap fits a federal power steering pump. Here is a picture of the can from 1968 Federal power steering pump. 1968 b bpdy cars with 383.440.426 cars came with Federal pumps. 1969 b body cars came with a Saginaw pump here is picture of can for the cap you are asking about Bob Horman
