Question Re: Trans Crossmember Bolt & Spacer

Crawled under the '72 Satellite 318/auto today and looks like a trans mount bolt is missing. The FSM shows a rectangular spacer used instead of a washer. Why the spacer? I don't see it "spacing" anything in the sketch. Thank you.

It's labeled spacer, but I think it is actually a reinforcement to equalize the pressure across the mounting surface.
