Rear Seat Belt Removal

My rear driver's side lap belt in my 1973 Charger will not extend out. Looks like it could be twisted inside the housing. I removed the rear seat and interior panels to access the seat belt. I was planning to remove the seat belt to see if I can fix it or replace if needed. It has a large bolt head that I can get to but I think it is just spinning on the back side.

Can someone tell me if there is just a nut on the back side and what size? The car was banged up in the lower quarter panel before I owned it and it is hard to see what is going on from the back side due to the repair job.

Shouldn't be a nut, the bolts are resistance fit. Could of been modified
