Replace torsion bar anchor

I was wondering how hard it would be to replace torsion bar anchor on 66 satellite an how much it might cost.

Are you talking about the rear anchor welded into the trans cross member. Not hard if you can weld. Is it rusted? If so just one side? It can be patched with a piece cut from another car. Even if the entire cross member is gone it can be replaced. How is the floor pan?
