Seat Belt Help

Hi, need some assistance on a seat belt replacement problem. I'm working on a 74 Sebring Plus. I am replacing the non-working front seat belts with new wesco belts. The right side was no problem and works fine. The removal of the left front has revealed an interesting problem. The nut, which i'm guessing is welded to the rocker panel, is totally loose on the left. This the anchor point right at the base of the seat where the retracter mounts. I can't seem to figure out how to get into the rocker to get a wrench on the nut. I have a feeling I'll wear out a saws all trying to cut the bolt. Anybody have any suggestions? I wouldn't worry about it but, the law around here is pretty picky about seat belts. Any help will be greatly appreciated.
