Do I drill these out to change the top plate out, or is there a better way?

I used a small stone on a Dremel tool to grind off the heads on mine. If you're patient and slow, you can get the off cleanly.
I used a very small bit to drill out the 'spot welds' on the raised cup that houses the light, and then gently pried up around the welds to pop them free.
I can show you pictures of the parts separated if you'd like.

I found rust on the plate after I got it all apart. Should I spray paint it?
