Should a 69 Charger 383 have a fan clutch?

My dads 69 Charger had a paint and body restoration about ten years ago, but left the driveline original. The guy swapped the carb, and a couple other things to get it mechanically sound for my dad, and as we were looking at his radiator they other day, I noticed the fan was solid mounted, and did not have a fan clutch. Is this original, or is this something the “restoration guy” took upon himself to change? Looks like a billet spacer was put in. Thanks

Also, should it have a shroud? Seems odd without it, but I didn’t get to document it before he sent it in for the restoration.
 
With a quick google search of “383 engine bay” this car looks just like his... 22” radiator, no shroud and solid mount fan. Maybe this is original after all.

That looks like a 68 Road Runner. Be careful when comparing years and models. Things change year to rear.

A 69 440 non a/c Charger R/T would have a direct drive and shroud.

I presume a 69 383 non A/c Charger would be direct drive and no shroud but someone else would need to confirm that.
 
Your Dad's Charger looks just like my original 69 Charger 383 non a/c no shroud no fan clutch 22" radiator with p/s.
 
That is standard. I believe AC cars got a deluxe cooling package that included a shroud and clutch fan but I'd have to check.
 
If I recall, that was standard fare. A/C cars, trailer towing package got the max cooling equipment.( one of my own cars back then was equipped the same as yours.) At least, in the northeast, May be different in the south ?

Our radiator is leaking so we have a new one coming. Gonna see how that does, then we may go the shroud route. It only runs warm on hot/humid days at low speeds, and about 65mph. After looking at his radiator, we found it to be in pretty poor shape and are assuming this if the issue. Once again, our “restoration guy” told him 10 years he replaced it. Car has maybe 5,000 miles on it since then, and doubtful it could degrade that fast sitting in a garage, so we think he just repainted his, or another one laying around, and charged him for a new one. Here’s the pic and the numbers on the radiator. Any idea how to see if it’s the original?

The 22" 053 radiator would be correct for a 69.

Fwiw. Glen Ray radiator rebuilt my 69 053. (Stock 69 440 auto). My car runs 165 degrees on the road and maybe 175 putting around town on a hot day. I have a shroud. I highly recommend them.
