Static proof gas tank

Hey, All. I cleaned up my gas tank and the tube that accepts the fuel hose and goes through the license plate. Does this tube need to be static proofed? I think I read that it was from the factory. I've read that people have used tinning butter for this.

Thoughts?

You mean like the sending unit ground, or does the bracket on the tube serve that purpose?
