Steer column assembly

Can someone please tell me what the 2 machine bolts under the turn signal switch do. 0n a 67 Coronet with console automatic. That first picture is me. Handsome ain't I.

I don't understand how they do that. I did figure that was their purpose but how is what I can't seem to get. Thanks.
