I Bought A Few Of Those Latching Billet Switches. It Is Rated For 16 Amps and Has 4 Wires Coming Off The Pigtail.

When I Push The Button The Etched Logo On The Switch Is Supposed To Light Up.

How Do I Go About Wiring This Switch To a Foglights Or a Interior Light?

Need a little more info on the switch / button.....brand name-model number or catalog number and where you purchased it. It likely has IEC (European designate or International Electrotechnical Commission) standards which is different than NEMA (National Electricial Manufacturers Association) or US standards.

Probably something like the first one on this diagram but do your own research. Your switch may be different.

I checked their website. Their instruction or lack of instructions really suck.
Here's what I believe is going on -
Red - 12v power feed to the switch
Black - Ground (for the LED)
Blue wires - This is where it gets tricky
One blue wire is the 12v output to the device you are activating. The other blue wire is the input power to the LED. Why they used the same color is strange.
Using a volt/ohm meter, activate/lock the switch. Check for continuity between the red wire and each blue wire individually. I believe you'll see continuity on only one blue wire. That blue wire will be the power out lead.
The other blue wire should be the power input lead to activate the LED. The individual LED lead allows you some options.
If you want the LED to turn on when the switch is on, tie the two blue wires together.
If you want the LED to activate with the dash lights, tie the LED input blue wire to the dash lights.
That's my best guess.

The diagram in post #4 for the 19mm unit, and their reply explains it (if that's the switch you have?)
The way they show it...they're bringing two 12v hot wires to the switch. (Remember they said the LED's are on a separate circuit). One 12v hot will terminate on LED+ (red) and the other 12v hot would connect to the "Common" terminal (one of the blues). The wire going out to the (fog lights) will connect to the other blue (landing on "Normally Open"--but compared to that diagram the pigtail looks to be on Normally Closed..).
**If you connected to Normally Closed, the switch's LED would be lit when your fog lights are switched off (in theory, they may do it backwards but you get the idea).

About tying wires together, you'd do this if you are only bringing one hot to the switch (which is simpler, and fine as the LED in the switch likely draws a fractional amperage).
In that case you'd connect your one 12v hot to the pigtail wires connecting to Common and LED (+). So as they said...tie your car's 12v hot to LED+ (red) and one of the blues (doesn't matter which blue as long as one of them is connected to Common). The other blue, will then go out to your fog lights. The black pigtail wire still needs to go to ground.
For clarity's sake when I say '12v hot' I'm talking about a power wire sourced from your car (fuseblock or whatever).

Look at the end of your pigtail and how it attaches, to verify which wire connects to which terminal on the switch.
