If someone says the trans is slow to shift from 2nd - 3rd "sometimes" and you need to blip the throttle to get it to shift, what should I be concerned about? (looking at a purchase) It has a 3500 rpm stall in it so I was wondering if the engine rpm was too low to shift at the time the owner was experiencing this. Any ideas??

Could be as simple as a sticky 2-3 shift valve or kickdown rod adjustment/spring but could also be as complex as a failing high gear clutch. Just need to drive and figure out some exact symptoms for a better idea.

Best thing to do is inspect everything outside the transmission. Make sure it's all free moving and adjusted correctly. After that, I would drop the pan and look in it for any debris. If it has any, there's your trouble.
