To me it looks like someone fabricated a body to look like a pedal car.
 
Doesn't look as though that's ever seen dirt.
Stock photo from an ad. I've seen these in action at a forestry course I took though. Works well with ATVs and small tractors.

There's a guy around here that uses draft horses as well.
They work really well if you know how to set them up and control them.
I like my horse to have a throttle and a brake. And no brain.
 
There was a much bigger version of that in the movie "monkey business".
Cary Grant and Marilyn Monroe drove thru it in an MGTD.
 
That Louisiana spin off of Axe Men had one that floated on the water.

there was a guy/a family up here that used 2 'mules'
they did a great job too, pulled some logs I thought they'd never move
3'-4' diam. & near or more than 20'
Amish or Mennonites, not sure which,
they are tree removal specialists, but really hard workers,
so are their animals, extremely reasonably priced
