When I go from 4th to 3rd on my 440+6 RR, even at low speeds (maybe 30 mph or a bit less) I chirp the tires.
This is at a normal rpm for the speed. I am off the gas while downshifting.
What's going on?

It sounds like your not rev matching. You need to do that on your downshift. Try also giving the throttle a little blip as you release the clutch if you rev match and blip the throttle you will be fine. It takes practice.

I've never had this problem on any other manual cars I've owned.

Could be a belt slipping making a little chirp sounding like the tires.... but with the healthy compression ratio with the 6 pack motors... that doesn't sound all that strange

I have had several cars that would do this if you did not rev match. My 70 Z28 and my 71 SS nova and my 70 Challenger all would do this occasionally if you didn't shift at the right rpm and or blip the throttle a little. They all had low gearing at 4:10 0r 4:11 or 3:90 and normal tires. This was especially dangerous on wet roads and that much more important to rev match on the shift.

Perhaps the clutch is exceptionally 'grabby'. How smoothly does it engage on upshifts?

The clutch works fine on upshifts, but it does not engage until it's almost let out all the way.
I'd like it to engage earlier, like maybe 1/2 way through its travel.
