Torsion Bars Adjusting Question

I rebuilt the entire front end of my 68 Road Runner-every thing from gear box to tie rod ends.
I had to remove drivers torsion bar to get gear box out and new one in. Now all is assembled and when I go to tighten the adjusting bolt for the torsion bars the steering tightens up to the point the steering freezes tight and won't move. I have tightened the bolt up quite a bit, when I loosen steering moves fine- I double checked everything and looks installed correctly. Should I be setting the car on the ground and check ride height-raise -tighten- check again and when I am satisfied leave it?
 
You should set the ride height first. Then you tighten the lower control arms, etc. 440'
