You should be able to. I would start by getting the area media blasted, see exactly what you’re working with. More than likely the top of the frame rail is toast too.
I had that same issue - bought new inner shock mounts from Goodmark I think. I can post up more details and photos tomorrow if you're interested. It was quite a job putting them in but the metal itself was pretty good quality.
I got these from Rock Auto - they are made by Goodmark - $83 each at the time (2016?). The quality is excellent except one issue which I only found after they were fitted - the slot for the UCA cam bolt wasn't aligned properly to the inner bracket. It wouldn't have been hard to fix at the time but is a bit more difficult once the car is on the road with engine installed etc. I haven't fixed it - it just gave me dramas trying to get the right camber setting which I resolved very cheaply with washers between the spindle. It may have been a bad batch or just poor quality control throughout. The steel itself seems good quality and very heavy gauge.
This was what I was concerned about if I found donor pieces, just the inner bracket.
Now, not so much.
I would figure using the outer holes to align the inner bracket would be fairly straightforward.
If I can find donor inner brackets I'll try that, or fixing mine, and then new.
