How do I get this off?

Does it appear to be welded in place, crimped, screwed from the other side?

Lift any rubber and look for a pin to drive out.

The part that has the screw hole for the window should slide off the pin. Then the pin is riveted to the frame. My 67 B body was this way. Fairly sure my 69 Dart was that way too.
