VIN Tag painted or un-painted?

I think someone has asked this before but i could not find in search, but is the dash VIN tag supposed to be painted the color of the dash or not painted?

I am asking because mine was painted but the paint has come off, and the tag still has the Chrysler logo, but the tag is bright shinny reflective, almost like chrome plated, is that correct?

Don't really know how much this will help considering mines the Sebring but it was a black color and scratching it off some it doesn't look as though it was painted the original blue..

mines color as car...they painted my car pretty thick and u can barley read the codes in some parts..maby i could sand down and paint the right black so i can read better? or leave as is?
