What Is the Name of the Spanish Film?

I am trying to remember the name of a movie where debts are collected by following the debtor around everywhere he goes (I think by someone wearing an animal costume). The debtor person soon gets tired of the harassment and pays the money owed. What movie was that (I believe it was filmed in Spanish)?

The volunteer fire dept in my village uses the same sort of "shaming" tactics to garner donations.
Everybody on the block knows who hasn't donated when just at dusk on the most pleasant of summer evenings the largest, shiniest piece of fire apparatus rolls up in front of your home to pay a visit! (lights but no siren)
