Transmission spool mount 71-up. Not sure what the extra bracket is for but I have some like that.

Looks like the Trans mount on my 78 magnum. the exhaust bracket bolts to it .
Googled it with the information everyone provided. Thanks! Looks like Mopar and doesn’t fit my Charger. And, replacements aren’t hundreds, so I’ll get a newer better one.

That looks likes it could be an E Body transmission mount.

I've only worked on one 71 road runner and that was about mid 74-75.....it looked familiar but almost 50 years ago lol
Nope....worked on a ton of E body cars and never saw a spool mount in any of them. They were still being produced with the 'old' stuff after everything else went to the newer stuff. I guess they still had a lot of stock left over and knew the E cars were going to be discontinued Jan 1 74 so.....use up the old stock instead of canning it. Not sure exactly when production stopped but thought it was pretty close to when the fed mandated new safety laws on 1/1/74 and the factory wasn't going to spend the money to make it happen since sales were getting pretty stale with the E cars. Never worked on any 74's so I can't say they didn't come with one.

I've had and build a lot of E bodies with TRANSMISSION spool mounts, not motor mounts.
Sounds like the exhaust hanger mount to it as stated before.
It will fit your 71 Charger but the exhaust bracket is not needed or correct.
It will fit fit but not correct:
73-up A body
71-4 B body
70-4 E body except early 70.
