What is this Transmission Tail Shaft Bracket

Removed this from a 72 charger 318/904 off the very rear of the tail shaft...is it a vibration damper? I almost remember the E-brake cable using it as a pivot.

Old auto manufacturers trick. "If it vibrates, hang a weight on it".

This would be an E brake on a trans.. I think its actually a parking brake. Usually found in Mopar powered RV's.
