was laying on the passanger side fender well the car is a 318 original now a 360 1974 satellite

I think I might be wrong but I think it has something to do with the lean burn crap they started in 74 for emissions
 
What kind of valve cover is that??

after looking again I believe you might be right Larry I didn't look really close first time around just location and wire length
 
Its the seatbelt interlock, if that goes bad your car won't start!!! Don't ask me how I know!!!

Yup! seatbelt interlock over-ride. If you laid something in the passenger seat without using the seatbelt or you didn't use your seatbelt in the drivers seat the car would not start. It would not start again until you press the over-ride under the hood and then fasten the seatbelts. Apparently Chrysler gave cars equipped with this seatbelt interlock to congressmen and the requirement miraculously went away for the next year when the awkwardness of the system dawned upon them.
 
That is for the the seat belt, but I was always told it allowed you to start the car from under the hood without the need to be butts-in-seat with the belts hooked up. That's why it has a button on it. If you're starting the car using a remote switch like a mechanic would (or a screwdriver across the relay terminals like we do), you would press down that button and it would bypass the safety circuit on the seat belt system and allow the car to start.

that all makes sense... looks like I have to cut all that crap out of there like my 1974 swinger
 
I'm surprised to see some people saying this is a 74-only thing as I had one on the last 73 Roadrunner I had in the mid-1990s. Amazingly it still worked. :)
 
Didn't have very many mid 70's cars and never saw one of those....come to think about it, never had any except for a 74 D100 and it didn't have that. And I knew that valve cover wasn't stock lol
