When they replaced the asphalt with concrete on our street I made a video of the activity:

Re Concrete: Looks like wire and rebar to me at :55 seconds and 1:50 seconds. Don't see any cracks after 8 years.

Can you get by with english in la paz?
 
English is spoken by staff at the resorts, but the common folk not interested in developing English language skills (with the exception of higher education students, mostly female, who catch on fast and are not embarrassed to practice conversationally).

On the other hand, I initially made friends with my spouse after finding I could practice my Spanish skills with her.

I met an old college friend in Mazatlan a couple of years ago. I really enjoyed that location for fun and relaxation.
 
We really enjoy Mazatlan. We are not resort sort of people, and a friend owns a place at Punta Cerritos that is perfect for us. Right on the beach, just on the edge of Mazatlan. A quick bus trip takes us anywhere we need to go. I’ve been there like six times now, going back in November. You have an amazing, beautiful country. It’s not perfect, but neither is Canada. We try to learn more about the customs every time we go. So much culture and history. Definitely a healthier lifestyle then we are used to here. We find that most people are very friendly and helpful. Not everyone welcomes visitors, but not all Canadians (or Americans) do, either.
But here’s one thing that I find funny, and you may or may not have noticed. Some of the women, some of the fabulously beautiful ones in particular, have a way of ignoring you if they don’t want to talk to you. I’m a chatty guy, especially with beautiful women, and on a few occasions I’ve been shut out like I’ve never seen before. It’s like you don’t exist. No acknowledgment that they even heard you speak. It took a while to get used to it. But I also understand now that culturally it’s not always appropriate to talk to random women on the street.

That's a bit of a bummer.
La Paz looks great but i dont speak a single word spanish.

My long term plan is moving to las vegas (from germany) because i like it there (being a night owl), the lower cost of living
and the closeness to california for possible beach vacations.
But with prices rising like mad (mainly thanks to moving californians i guess) i dont know if i will be able to afford it in the long run.

You might want to do a several week recon before you make that move.

I've been there for a week in 2018. Exactly as i expected it to be.
I've not only been to the strip. We rented a hellcat challenger and explored the areas where the locals live too.
My buddy is there at least once a year normally (for vacation). Just not recently with covid and everything.
I also cant wait to visit vegas once again! and i'm not much of a gambler at all. (Otherwise i would probably not advice to move there anyway :D)
