I grew up in the Asheville area and it has been a left wing haven for decades, surrounded by the most conservative area of North Carolina. That's what you get when you allow transplants to take over local government. They leave the North because it's unlivable then try to make the South just like what they left behind. Look, these folks can pass all the crap they want.....but court challenges and constitutional basis for this stuff will be decided in precedent. Racial reparations for assumptions of inequality are patently unconstitutional as they have to derive from actual damages. Claimants need to prove they were slaves or the descendants of slaves and weather or not they have not been made whole by other government programs already in place for themselves or older relatives already benefiting........as long as we are playing loose with definitions and racial rights....let get into color and crime. If you committed a crime against anyone, or anyone in your family did....then you are not eligible. Hmmmmm....how would that play out? (any race)
