This clock was produced by the Neon Products Company in Lima, Ohio and looks to be from the late 40s or early 50s given its design. The neon transformer is probably bad which is why it doesn't light. Given it's neon and dealership related, there's more than one group who would be interested in it. If the clock mechanism works, it's probably worth in the neighborhood of $300 as it sits and if the neon can be made to work the value will go up.
It needs a good cleaning but be careful, the clock face can be easily damaged. I wouldn't do any more than a light external cleaning.
