Low speed overheat

I have a stock '72 400ci in a '66 Satellite. I wish to speed up the water pump by changing the pulley ratio. The crank pulley is 7" dia. and the w/p pulley is 6 1/2" dia. I want to decrease w/p dia or increase c/s pulley dia. (2 groove) Advice please.

maybe contact March Industries, or some other pulley mfgr directly
they make underdrive & overdrive alum pulleys

Have you checked the other parts of the system (fan clutch if you have it, shroud, radiator etc...). Those might make a difference for low speed cooling.

X2. The shroud was the most effective for my car. Then a big mechanical fan.
