Right, there is a large pad right there to accommodate the bumper.
Whatever they are, do we need 'em? Looking up split pins on line definitons, they are described as the same as cotter pins. Maybe in Canada different terms are used?
Exactly...the hose shown in one of the pictures is shot to bits.Might want to take a close look at your flexible brake hoses.
Split pins or roll pins are not the same as cotter pins.

perhaps it might be one is for drum brakes and the other is for discs?I see Dorman lists a different disc brake hose for '72 Satellite vs '72 Road Runner:
Sat H35017 @ 14.38"
RR H73278 @ 13.88"
If anyone can explain/demonstrate the difference, I would like to know. I did a little searching but could not figure this out on my own. Most everything out there in "Google Land" lumps them together as one item, which I realize is not always correct:

Then this guy's video, he only bends one side:
dadsbee's picture after your post shows a split pin. It's spring steel and is slightly larger O.D. than the hole it is pressed into, so it uses friction to stay in place.
Roll pin, split pin, spring pin...all interchangeable terms. https://www.engineersedge.com/roll_pin.htmTo me, that picture is of a "roll pin". As far as the video of how to install a cotter pin, he should have added: "In my opinion". Have you ever sliced open a finger on the straight end of a cotter pin installed like that? I bend one side and clip off the other. I don't think I've ever re-used an old pin.

They seriously installed your tire/wheel backwards?...Anything wrong with fotos two and three when compared to foto one?
