will a 70 road runner steering wheel work on a 69 road runner
 
My opinion no. The column diameter is bigger on the 70 wheel than the 69. If you put it on there I don't think you can make the turn signals work.

Depends on the wheel. If it’s a wood grain wheel it will fit and work just fine.
 
if it's like an E-body tuff wheel
or any of the flatter styles of wheels in B-bodies
you need a spacer between the column & the wheel
or a straight turn signal activator lever,
(or take it off & bend it to be more straight, it doesn't take a bunch)

otherwise the flatter style later wheels will interfere

Depends on the wheel. If it’s a wood grain wheel it will fit and work just fine.
If I remember the 70 woodgrain wheel is different too. It's got a special retainer and ring.
