That bracket would clean up just fine in some rust remover. As long as the studs are good (not snapped off) I see no reason to replace that! What's the other side like?

Any missing studs is just a junk part. Hell, that's the main reason for replacing the brackets ! If the OP is happy with broken studs I have both brackets he can have for the cost of postage !

If you have them why looking if can be fix it in 30 min just remove the old stud put the new one and just tack welding.
