In truth it's up to the victim to file charges because with out her this case would go no where. And regardless a theft is a theft in Ohio. Part of the statutory language in short is "Taking control of property unauthorized". But other states think differently.

Wouldn’t be too hard to have a law enforcement friend run the plate and take care of things in a myriad of ways. Maybe send some shitbomb packages for starters and go from there. It wouldn’t be too hard to make their lives a living hell all in legal manners.
