dash pad? dash cap? dash help

I am looking for clarification about what the correct term for the part that went directly over the large metal dash that is over the steering wheel closest to the windshield. i removed the old one due to severe cracking but recall it being think foam material with metal screws to hold it in place. I just received what i ordered from ebay thinking it was going to be the same but it is just a very thin abs cast mold that probably will snap. Are these no longer reproduced? Is what i ordered to go over a original cracked dash cover as a skin? Im confused they included some silicone glue with the new cap??? I trashed the original so..... the photo is of what they sent me that does not even seem to fit properly. Also seems to hang low over gauges. Could just be the angle not installed.

Seems what you ordered was a dash cap. It's made to glue over the driver’s original dash pad.

The full new pads are quite expensive, so if you can find a used old pad to put your cap on... that would be the way to go.
