Doing burnouts and squealing tires are called "stunt driving" up here, and the police take a very dim view of it. If caught, you immediately lose your driver's licence for 1 month, and your car is towed to an impound lot for a 14 day stay. From there, your case heads to court. A conviction for "stunt driving", carries a minimum $2000.00 fine or up to $10,000, 6 demerits points, and a loss of licence for 1 year. More costs include towing and impound lot charges, plus lawyer fees. Additionally, your car insurance will increase substantially, with a conviction. After that, the offender must attend a court-mandated course before getting a licence returned. So, a simple burn-out could cost upwards of $10,000: hardly worth it.

It's only a matter of time before the US has the same laws.
In Florida, just being near and watching a similar display gets one cited as a coconspirator.
